Mendoza's card gets cheaper if Cousins starts in Miami

Klint Kubiak refused for a third straight week to name a Week 1 starter. He played Kirk Cousins with the starters in the Raiders' 18-12 preseason loss to San Francisco on August 27.

Fernando Mendoza went 7 of 14 for 57 yards and threw his second interception of the preseason. Mendoza is the rookie on the front of the returning Topps Flagship Football.

Kubiak named Cousins the Week 1 starter five days later.
